OEA: MISIÓN DE BUENOS OFICIOS EN VENEZUELA ENCABEZADA POR EL PREMIO NOBEL DE LA PAZ, ÓSCAR ARIAS SÁNCHEZ

La Red Latinoamericana y del Caribe para la Democracia (REDLAD), plataforma de más de 520 organizaciones de la Región, Miembro Oficial del Foro de Sociedad Civil de la OEA y Capítulo Regional del World Movement for Democracy (WMD), así como las organizaciones y personalidades firmantes:
· Recordando que la Organización de Estados Americanos (OEA) tiene dentro de sus mandatos la importante función de contribuir al fortalecimiento de la paz.
· Recurriendo al Artículo IX del Tratado Americano de Soluciones Pacíficas “Pacto de Bogotá” y el Artículo 1 del Tratado Interamericanos sobre Buenos Oficios y Mediación sobre el procedimiento de los Buenos Oficios.
· Conociendo la violación de derechos humanos persistente en Venezuela y traducida en la agresión física, asesinato y arresto de estudiantes y manifestantes pacíficos, la criminalización de la protesta pacífica y el amedrentamiento de activistas de derechos humanos por parte de las fuerzas policiales venezolanas y grupos paramilitares como “Tupamaros” y “Colectivos”.
· Externando la preocupación por el bloqueo de la señal de medios de comunicación como NTN24, el racionamiento de papel periódico y el cierre masivo de medios de comunicación como graves afrentas al ejercicio de la libertad de prensa en Venezuela.
· Teniendo conocimiento de la persecución sistemática de integrantes, líderes y lideresas de la oposición política, elemento base de toda democracia, tales como María Corina Machado y Leopoldo López.
Solicitan muy respetuosamente a la Organización que usted preside, la instauración de una Misión de Buenos Oficios en Venezuela, concertada a través de una mesa de diálogo en la cual se llame a presidir la misma al Premio Nobel de la Paz y Ex Presidente de Costa Rica Dr. Óscar Arias Sánchez con el fin de conseguir la paz, evitar más derramamientos de sangre y lograr el restablecimiento de los derechos humanos de la ciudadanía venezolana.

Dear Secretary- General
The Latin American and Caribbean Democracy (REDLAD) platform of more than 520 organizations in the region , Official Member of the Civil Society Forum of OAS and Regional Chapter of World Movement for Democracy (WMD), as well as organizations and personalities signatories:
· Recalling that the Organization of American States (OAS) has among its mandates the important role of contributing to the strengthening of peace.
· Recalling the Article IX of the American Treaty on Pacific Settlement , "Pact of Bogotá " and Article 1 of the Inter-American Treaty on Good Offices and Mediation on the procedure of Good Offices.
· Knowing the persistent violation of human rights in Venezuela and translated into physical aggression, murder and arrest of peaceful demonstrators and students, criminalization of peaceful protest and intimidation of activists of human rights by the Venezuelan police and paramilitary groups as "Tupamaros" and "Colectivos".
· Showing its concerns about blocking the signal of media as NTN24, rationing of newsprint and the mass closure of media as serious affronts to the exercise of freedom of the press in Venezuela.
· Having the knowledge of the systematic persecution of members, leaders and women leaders of the political opposition, base element of any democracy, such as Maria Corina Machado and Leopoldo Lopez.
Respectfully request the Organization which you preside, the establishment of a Good Offices Mission in Venezuela, through a dialogue in which preside it the Nobel Peace Prize and former President of Costa Rica Dr. Oscar Árias Sánchez in order to achieve peace, prevent further bloodshed and achieve the restoration of human rights of Venezuelan citizens.
